Even if it does produce momentary increases in testosterone, it is not a prolonged, dramatic increase allowed by the body to sustain itself over time. Also, exactly how much of the additional testosterone is converted to DHT by the body and how long does that even last? How much DHT is allowed to bind to a hair follicle, over what period of time, and how is this correlated to the additional DHT? Does it even exist in the body long enough to bind? Your statement is as skewed as "I have a black dog; he is a spaniel; therefor, all black dogs are spaniels". Not. Granted, I'm an engineer, not a scientist, but that was pretty see through. It took me about 2 seconds to find other reports that men experience sexual side effects with saw palmetto and other warnings about saw palmetto affecting hormonal changes in the body. I'm not saying this usually happens, but this just goes to show that virtually everything has side effects.

Regardless, the FDA does not approve the use of many herbs, vitamins, amino acids, nutrients, and the like for anything, but instead treats them as food, so it only regulates the fact that they're not poisonous or something. Look up The Dietary Supplement Health & Education Act of 1994 if you want to know what I'm talking about.

Side effects probably can happen on saw palmetto, but they happen much less often than finasteride, and when they do they are probably milder and always reversible.

As for supplements being contaminated with toxic metals and that sort of thing, I think that would be an issue of the reliability of the supplier.
