While on Propecia I still lose, on average, about 3 or 4 hair everyday when I put gel in my hair after shower.

Is that normal or hair loss is still continuing? I am on Propecia for over ten months.

That's completely normal. Everyone sheds hair daily, but the fortunate ones lose fewer than others. 3 - 4 a day is nothing to worry about.
